Remaining blocker

Real AI phone calls to Indian numbers require the media server to be located in India under TRAI rules. This VPS is in Vilnius, Lithuania. Plivo rejects the SIP call with 403 — Domestic Anchored Terms Not Met. The carrier API test works because Plivo itself anchors that call. To finish the AI caller, we need an India-region VPS for LiveKit SIP + the voice worker. Meta/WhatsApp can follow separately.
